I can't speak to their training processes, but I went through a room full of tear gas during my Navy CBRN training and it was not particularly pleasant but quite survivable. I'm not sure such mild conditions are quite what's needed in the case of ICE agents.

He hasn't positively identified the specific gas being used, just a similar product by the same manufacturer, and he definitely hasn't actually measured nor tested the gas at the scene.
