The Asian cop looks amused. Would I be fooling myself to imagine him thinking "I have to do this so I don't get fired, but man this is going to be such a historic photo!"
When they want to arrest too many people they use zip ties. They still use cuffs and generally overtighten them as a form of punishment when individuals are being arrested.
The lady showed up to the No Kings protest prepared to be arrested and dressed for the part, and the photographer was looking for a great shot to match it. The cops, being complete idiots, decided that they would handcuff lady liberty, never considering the context of the situation or that they are, in fact, the bad guys of the photo.
This is what someone sounds like trying to justify a nightmare regime with zero understanding of history. Hope you get wise someday, but I know you're the kind of bootlicker who will never get it.
