Psyop meaning propaganda. Psyops aren't solely against enemy combatants, but also can be against your own populace (a different sort of enemy to certain people).
Making a lovable internet character to slip the idea into people's minds that joining the military is a good thing would be an example of a home-focused propaganda psyop.

Propaganda tends to refer to either the material itself or systematic distribution of it. Psyops refers to the overarching military operations that employ propaganda, and also refers to the way that the material is disseminated (e.g. planting people in organizations to stir trouble, leaflet-ing, social media bot campaigns, false flag campaigns like bombing something and blaming it on someone else, etc).
The government and our military is propped up by furries. Unfortunately no one with real power listens to them. So they keep the lights on while idiots drive the ship into the rocks
