Again? Hasn't there been previous rulings that Trump attempting to unilaterally impose tariffs is illegal? Isn't there an order to repay American companies for the illegal tariffs they had to pay?

I'm curious, after these past rulings, who decided to follow these clearly illegal orders and what consequences will anybody face?

Those were different illegal tariffs. These are their attempted workaround after those were struck down. Using a completely different (but still bullshit) justification.
