Typically this is also because those defending the system are either in a position to be aware of the broken system but not likely materially benefit from its change, or they would benefit maybe but are risk averse.
i think this is a pretty vital part of it, just admitting that you're being screwed feels.. kind of insane to struggle with, there's gotta be something more to it, some sort of cost to admitting it.
