As a European Iām always baffled by this. In my home city you can find underground garages everywhere downtown: under office buildings, malls, even some parks
Do I see it correctly that Ottawa is building a light rail line, which is supposed to end about 1km to the south of this and kind of in the middle of nowhere?

DND carling campus is quite far from downtown, like around 17km, so I guess they don't give a fuck about density?

The solution, as always, is not parking, biking or transit. It's to tell the public servants to work from home.
