The term "deal" does a lot of heavy lifting here. It's a deal in the same way a kidnapper manages to agree on ransom.

I would say they did:

The ⁠EU legislation passed by the European Parliament expires at the end of 2029 and includes multiple safeguards that would allow the EU to suspend concessions if the United States breached the Turnberry terms. "This will not be the last debate ⁠on transatlantic trade, but we have laid the foundation for stability while Trump continues to create chaos," said EU lawmaker Karin Karlsbro, a Swedish liberal who has closely followed the file.

Murica will just break the deal next time Trump has a tantrum, it's probably just quicker to nod and smile. These deals can't be worth the ink at this stage.

My thoughts exactly. If were one of the negotiators, I'd ask staff to leave my half-empty glass of water right where it is on the table. "Tuesday's coming up. I'll drink the rest tomorrow, love!"
