Out of principle. All the while he's an MP he can be investigated for his financial dealings, so the only reason he's "resigned" is to stop that. If he loses to a serious candidate then that's that, but he can walk away pretending that his dignity is intact and that he stood up for his principles.

So they're standing by and letting him continue, knowing that the investigation will pick up where it left off.

It's one of those sham sort of weird have DNA evidence and modern policing, but forgot to get rid of the right to trial by combat so some cunt rolls the dice trying to dodge it. If you just say...
