Yes, but not to the extent you think. The reserve has to keep a sizable amount of oil in it to maintain pressure, so it can't go anywhere near zero. I can't be fucked to look up the exact number it needs but if memory servers right it's around half of what's currently left in it.

Yes, the realistic floor is around 160,000 million barrels, not 0. As the reserve approaches only 160,000 million barrels remaining, supply issues happen because they can't use certain locations anymore.
