Once I was sitting at the Apple IIgs in my high-school's computer lab using some software with headphones plugged into the back of the computer. I went to wipe away the dust on the screen and got a static shock right in my ear. It was not pleasant.
I wonder if you could find bright shapes on a black bacground. But Braille haptic devices and speech synthesizers did exist back then so that's not a practical visually-impaired aid.
I have a small number of fine hairs on the back of my fingers' first section. That's the sharpest and most sensitive body part that fulfils the criteria and I think I could "scan" the screen with it. I also remember feeling something with the tips of my fingers, maybe ionic wind or capacitive current flow at 60 Hz (refresh rate).
Wild that most households just used to have a 25kV particle (electron) accelerator but maybe an array of 3x800x600 transistors (TFTs) wired by transparent coating on glass is wilder.
I too remember reading them all...hmm I think i actually had them on some external hdd of which a backup lives on the nas,..maybe if noone else got it, i might find it

Fake. Windows 95 devs couldn't have guessed I'd be seeing this on an OLED screen. The screens they targeted tingled when touched. /s
