I understand why oss office programs can't display the 'transitional' .docx corretly, but why does it go the other way as well? When I export a 'strict' .docx or an .odf from my viewer why does it still sometimes look wrong when opened in ms office or a different oss office program?
Usually one of a few issues. Fonts and default fonts. Then it's strange formatting, like aligning with spaces etc. finally it's the default styles, unless specifically set some sizes use the programs defaults. If you want consistency you really need to use pdf

My guess is that it's a remnant of whatever they've done to keep it broken on other applications

Who's locked in though? I haven't used MS Office since I left school 16 years ago.
