exemptions exist for "artistic, creative, satirical, fictional" works.

I struggle to understand why they would create such a gigantic caveat that undermines the entire law unless the goal is to undermine it.

This exception covers like 100% of all use cases yeah. The goal is probably to hinder its use for political campaigns, but you can just claim its satire and if they sue it will take years at which point the damage is done.

In that case it might also be helpful for things like false advertising too, which landlords have been doing to make their neglected properties look better than they actually are.
