According to the article, to shelter elephants that were previously captive, such as elephants coming from circuses and outdated zoos

Taking care of elderly elephants is expensive.

Their countries of origin gain more by focusing resources on young elephants that are still capable of eventually joining a herd and perpetuating the species.
