Do they get to have showers? Do they get to wash their clothes? Do they get to have toilets, or should they be forced to shit in holes? And how many weeks and months do they live in their tents? Rebuilding after a disaster takes a long time.
You sound like someone that thinks this will never happen to you, and so you don't care if it happens to other people.

The DHS should be abolished in it's entirety. Also, the patriot act is an unconstitutional piece of legislation.
