It's just a website for me and still works. Could it be blocked by a firewall, or maybe try a different browser? I'm on firefox.

It works for me from multiple browsers.
I will note this is a .gov site. Fwiw, there is a long list of IP ranges that are blocked at a low level. Mostly comprised of the usual suspects, but it is a blunt instrument. Tor exit nodes are often blocked by fedgov sites, for instance.
