Video ends early, article states the person that was trapped was under for minutes, and required CPR until they started breathing on their own again, fire department and police must have been close as they were able to help eventually.

I only lived in Arizona for a couple years but i still remember all the flooding PSAs.
6 inches of water can knock you off your feet, and a foot of water can carry your car away.
Never go around barricades even if you don't see water.
