These come 1000 to a case. Usually on average there's one or two in there with nothing in the wrapper at all but a couple of spoonfuls of air. At least there was some of a cookie in your package.

Fin wrapper don't give a fuck. Fin wrapper wrap anything. Fin wrapper even wrap nothing.

This wan't broken in the package. It was a packaged half fortune cookie. At least the whole fortune was there.
