Nazis put threats and scapegoats in the camps. Political opposition, threats. Jews, homosexuals, trans (though I doubt they called them that in broad terms) were scapegoats. The upper echelons knew what narrative to push and how to keep it going. The culture wars were how it was sold to the general public.

All she would have to do is read some history books. Shit, this is probably easily extrapolated from Wikipedia if it isn't spelled out explicitly.
