The grate is because they're going to pee and poop where they're laying. Having it fall down means they're not rolling around in it.

It's not a safe way to keep puppies, especially young ones, long term, though. It can cause injuries if paws or claws get stuck, and it makes it really difficult for puppies to maintain their body temperature.
