I'm not going to pretend to have any professional knowledge about aircraft carriers and what state they should be in to be in service. But that looks pretty fucking bad to me. I've been to decommissioned aircraft carriers that look better than that.

the decommissioned ones i've visited were always either in great shape or closed for renovations -- so you're right in both respects. lol

It's surface rust and residue from dirty water. Most likely they sailed through a lot of oil and other pollution.
