Honestly were I a state government I’d just act as though the federal government doesn’t exist while considering funding. The Fed is like the most unreliable, worst business partner you could have.

Can someone explain to me why race was ever considered to begin with? What am I not understanding here?

Because racism exists. Take Redlining for example. A lot of brown kids grew up in underprivileged environments. They were not given the same opportunities to thrive and excel as their white counterparts. This has been studied and a known fact. Colleges try to compensate. It’s an imperfect system, but at least it’s something.
