The government doesn't own the deer, the deer are under the government's protection. When you buy a hunting licence, you are not buying the deer. Buying the licence doesn't guarantee you any deer.
When a deer totals your vehicle, the government still owes it, but in the sense you owe the government for out-of-season hunting of a deer (with an unusual, now destroyed weapon)
