The Retroid Pocket Duo will face some hefty competition when it chooses to enter the handheld market. Manufacturers Yoniq and Anbernic have already lifted the lid on their own dual-screen devices in the form of the Yoniq Duo and the Anbernic RG DS Plus, while AYN is well into its rollout of the AYN Thor. We also have the AYANEO Pocket DS at the upper end of the market, too.

According to some people online that chipset is basically the Snapdragon 7 Gen 4. It's somewhere between a Snapdragon 865 and a Snapdragon 8 Gen 2.
Sounds good enough for emulation but not for Switch or PC stuff.

Is that enough power for the Wii U?

Should be fine for Wii U, I think.

I just hope it’s Linux based. Android has been my main holdup with the AYN Thor

Retroid's been pretty good about getting Linux as an after-market option for their handhelds, but they always ship with Android installed by default. You may have to do some tinkering if you buy one of these. (Rocknix has also been ported to the Thor as well, if anyone out there wants to give it a try: https://rocknix.org/devices/ayn/thor-sm8550/ )
