Even though Rojava has been effectively dismantled, Syria’s Kurds come away with a major consolation, at least on paper. The SDF’s integration into the Syrian Army is both a trust-building measure and a guarantee that Kurdish rights will be respected by the state. If the arrangement holds, it will be an important though partial step toward reintegrating Syria’s Kurds into Syrian society, with future steps playing out in the political realm via elections and guaranteeing certain cultural rights.
