economic crises not only destroy jobs or investment. They change how people understand themselves and how others understand them. A neighborhood can become stigmatized. Its inhabitants can be treated as social failures. The disappearance of stable industrial employment can become a story about supposedly failing individuals rather than a story about an economic system that has reorganized the conditions of their lives.

I don’t mean to make light of the situation, it’s a serious problem and one that affects many people throughout the world.

I live in this area! Though I haven't been here long so I don't have a detailed view of everything. Another company SSAB is currently building.... A steel plant. It seems like Sweden has been putting a lot of effort into getting people to live in the north. Some areas even pay you to live there (iirc Boden is or was doing that for students recently). I'm here for game dev but our school is getting shut down because the decade or so long push to get the game industry to blossom up here has more or less failed.
