100% teleportation. you can do so many fun things with positional discontinuity. like yeah instant commuting, instant travel, live anywhere, work anywhere, go home to sleep every night no matter what forever, but thats the boring stuff. you could explore the solar system, visit another star. if you can take stuff with you you could revolutionize access to space for science. an enterprising individual could leverage it for... things that are against the rules to talk about here. so many possibilities only limited by your imagination.
If it worked like in movies or books teleportation would really be the dream.
If it worked like physics demands (everything is constantly moving at unfathomable speeds, you never know what or where your point of reference is or will be in as little as a second) it'd be a deadly and short lived nightmare. In that case flying would be the better choice.
(Yes, I know, we are talking about absolutely impossible capabilities, and I can't leave the scientifical base my world view stands on.)
Teleporting short distances (ie only teleporting to where you can see) could get around that and might feel like flying anyway if you kept it to 50m jumps above the ground.
Teleportation already requires either violating conservation of energy and momentum and angular momentum or getting those from a previously undisclosed source, given there is any other mass in the universe relative to which one has gravitational potential, motion, and rotation which are all adjusted if one teleports; as well as for doing the thermodynamic work of moving a mass around.
There is no physics violation at all in supposing there is a process that allows these target parameters to be adjusted to avoid harm, and no worse physics violation in other quality of life adjustments like making your feet face the ground, instant barometric acclimatization, removing the air where you arrive, adding air where you left, having a physical process that clears the landing space in a soft but firm way, etc.
Either teleportation is impossible or it might as well be safe. Teleportation that is possible but unsafe is an authorial decision, not a physics constraint.

Pretty much the point of it is teleportation is 9001% better because you can fake flying without the cost of air resistance by teleporting a thousand times a second. Flying Guy complains about how stupid that is. Teleport Guy glances over Flying Guy's shoulder and teleports away. Flying Guy gets hit by a plane.
