While I won't weigh if rent control works or not, all the voices against the measure are from realtors and rental companies, so, I honestly don't think is that bad of a decision based on that fact alone.
Nothing can work 100%, all the rules and regulations exist to minimize the bad outcomes, it is impossible to fully prevent it, and, the main issue is that your framing makes it look like "other" crountry's lack of gun laws is the right way to do it, ignoring the massive difference in number of deaths by shooting.
