Years ago, a friend of mine adopted the cat that was mistreated by its previous owners and was still very defensive around strangers. He invited a couple of friends over, and one of them insisted on petting the cat despite clear signs that it wanted to be left alone and got bitten as a result. She didn't think it was a big deal and decided to let it heal on its own, until it became clear that it wasn't going to so she went to see a doctor a couple days later. That doctor detected early signs of necrosis and told her that, if she had waited a few more days, she would have probably lost her arm to gangrene.
I haven't spent as much time as you did in NMS but I have the same feeling. It feels like I should be loving this game but everytime I try to play it for more than a few hours I end up hating it for the same reasons you listed

France at least had a very rural and agrarian population until the 19th century, when the industrial revolution led poor farmers to the cities to work in factories. As far as I know there never was an backwards movement from the cities to the countryside since then
And what happens when they refuse to pay the fine, or consider that those fines are an acceptable cost for doing business in France? If the goal is protecting the french public, blocking the site as soon as it is made illegal is the only option
When I was a child, I discovered JRPGs through Final Fantasy 9 on PS1. I was blown away and I would spend hours upon hours playing this game, until I progressed until it asked me to insert disk 4.
