For what it's worth, here's an interview with the Miranda. I think he's full of shit, but it seems like a legal mess without much precedent. Animal rescues are apparently largely unregulated, and it's not illegal to euthanize via shooting a dog in the head in California. I would guess he'll be taken in for fraud at minimum considering he's advertised as a no kill shelter the whole time.

Most affected parcels are left vacant, but this is how I'd expect folks to get around that requirement if they were determined to build in those areas.

Now, I don't expect people to know exposure levels from different radiation hazards offhand. I actually looked it up out of curiosity after reading the article. But, I think it's reasonable for a pregnant person that's worried specifically about radiation to know stuff like this. Feels like fake outrage and grift on her part, tbh.
That said, I won't be bummed if this brings down the TSA somehow.
