It is about equity for disabled people, it is not fair that someone who is disabled through no fault of their own faces a higher cost of living, and that is what PIP addresses.
The "premium" cars don't cost the taxpayer any more money than the econoboxes. They are partially paid for with the enhanced mobility rate of PIP and the shortfall has to be covered by the individual.
This is literally just saying that if you are disabled, you don't deserve nice things.
