I frankly do not know, but it was definitely a result of bad consideration on the side of the Communist Party. Same with Lysenkoism, a complex thing that combed up rejection of Darwinism and Mendelian genetics because it was "capitalist" and a cult of personality possible under Stalinism. None of these things would've happened if the Soviet Union was truly led by the Soviets, instead of this centralism garbo.
