If you're okay with bureaucracy, why not donate to one of the many humanitarian nonprofits that are working on poverty alleviation? eg.

This next thing may or may not be exactly what you had in mind, but its set up along similar lines, and I see it as an interesting and timely experiment: https://encointer.org/

The first thing that comes to mind is setting up scholarships/bursaries for underprivileged school/college kids. Your local school district or community college or University will be happy to help set that up for you.

Aside from that, it could potentially be challenging to do direct cash transfers without setting up some level of bureaucracy to help with the vetting/qualification of deserving individuals

I believe Monocles should work just as well with JMP, though I've never tried it personally.

The SIP phone will work, but I'm uncertain about SRTP. You can reach out to JMP support to ask about this, but in my experience sometimes they can be less than helpful for issues that are very specific and/or rare.

There is no spam call filtering, as far as I'm aware.

I would recommend just creating an account and trying it yourself for a month. You have little to lose in doing that, and with that approach you'll quickly figure out for sure how well it'll work for your particular needs.
