You're not way off, digital is superior and less wasteful in theory, and in a progressive society we'd have already realised that digital goods should be transferable and should not expire (= should not have DRM), certainly not sooner than physical goods! We do not live in that society atm (:
A practical example from experience: a steam game can only be gifted (aka transferred) to another account if you buy at least a second copy/key. The first copy is therefore less valuable than a game on a physical copy, that I can lend or gift to a friend.
It's very easy, you'll install KeepassXC on both pcs, and as you can read here from their docs, the first time you'll create a brand new database (usually a .kdbx file). You can create as many as you want actually, and you can move or copy those files around, so experiment without worries. Any compatible keepass software will be able to open these databases (as long as you have the secrets needed for each one like its key or its master password..).
KeepassXC also remembers the last file locations, so the next times you open the program it should look for the db in your pen drive and immediately ask for the master password. The KeepassXC in your different pcs are indipendent, but you can edit a common file, just like we would with a word document for example.
Do you wish to use this pen drive on pcs you control, or random computers like at the library? In the first case, as the other responder suggested, you only need to carry the database with you, not the software to open it.
Not relevant but this title gore from Techcrunch can also mean the opposite! - it sounds like good news if hypotetically Apple plans to change the one feature (among the "Hide My Email" features) that was making it less effective
The wording on that table can be confusing; "Bootloader locked?" Yes/No is referring to the ability of Iodé installer and ROM to have that device bootloader re-locked after installation.
I can garantee you pretty much all of them come with a locked bootloader from the factory/shop (even if they have a "no" on that page), and it needs to be unlocked to install a different rom from the stock one. Doesn't matter what flavor of Android it is. It might be that IodéOS installer is doing the re-locking immediately after and so you'd think it wasn't ever unlocked, but it was.
