As you point out, it's generally not people in households that are using too much. They could have started with a general campaign to every account or by looking at types of water users and which types had the highest consumption. They didn't, though.
If you had trusted friends in school, you could each chip in half the cost of a new album/tape you wanted to get, make a copy, and you each got to listen to it at home whenever you wanted. The next time you did it, the person who got the copy would get the original.

I have a lot of the same concerns about bringing plants indoors and having to meet their needs using a lot of energy and material inputs when growing them outdoors with free energy and fewer resources works so well. However, one thing outside can't do easily is multiple layers of plants. If we can find a way to bring the vertical part of vertical farming outside, I'd be more supportive of it. It's just a tough problem to solve when it takes a lot of money to build the structures and the structures can get wiped out in one bad weather event.

We have such a permissive, business-first-and-nothing-else-matters approach right now that we're literally forcing the public to alpha and beta test products that can (and already have) killed people. Nobody gave consent to participate in in testing Tesla's shitty autopilot. Nobody consented to getting dangerous advice on mixing bleach and ammonia to make a cheap and effective household cleaner from an LLM, or seeing how much interaction with one it takes to drive people to suicide. Nobody consented to having cloud-seeding substances released into the air above their homes, but we're allowing that, too.
Push the product out to the masses, what better testing pool can we ask for? It's so invasive and should be illegal, but there's more money to be made in allowing it to happen. After all, how else is America supposed to innovate quickly?
