Unless Carney starts delivering on the environment and for workers, I doubt he'll be able to retain those voters in another election.

The problem, as I see it, is that environmentalism has lost a lot of momentum over the past decade. America bailing on the Paris climate accords, twice, really seems to have set the tone for other Western democracies, at least in their sense of urgency on this issue.
In Canada it does not help that the US's trade war has provided the government with a lot of cover to pursue "energy priorities" without the normal consultation process or environmental considerations.
