Your account is old enough now to send private messages. It just prevents accounts that are less than 24 hours old from sending pm's. It is a good idea to exempt messages to a local admin or staff member though from this.
This is actually intentional on the part of PieFed. We have the 404 page be as computationally cheap to serve as physically possible. This is a way to help spare the server from some kinds of scraping that have hit the fediverse in the past.
As for the redirect, I can take a look at it. I have reworked a lot of the redirects in the codebase to make more sense, but from time to time a new case I missed pops up. Thanks for the report.

Some features of piefed are unavailable to very new accounts, but the api isn't one of them. Maybe @shadow@piefed.ca has some more insight.
I am unable to replicate this. I was just able to log in using Boost to piefed.ca. Does the web ui or another app work?
