Are istari the creations of the Miar? I kinda thought gandlaf was a Miar, but I might have been getting the two swapped

All Istari are also Maiar, but not all Maiar are Istari. Istari are Maiar "on a more human and material level of nature", as an answer on the internet puts it. They were created by the Valar, if I remember correctly.
