That's a Broadhead Skink. They lack the ability to regenerate limbs, so that looks like a birth defect to me. Or perhaps an injury, but it does look like it has little toes on it.
I just found two of these in my garage. They'd be cool if they weren't around every time I go to do laundry. They eat cockroaches though so I guess they're still cool.

I think regrowing a leg is newts, not lizards. They regrow their tails though.
