I think the point is, it’s not obscure to people in that neighborhood. Shirt owner is putting “the business” out there.

Most of this community is something I would see a 50 year old wear in Walmart and cringe at the very poor attempt to act young and ironic, or assume it was a shirt worn in earnest and cringe harder.
