The "joke" is that no one really knows if it's an accidental typo or if the current regime just really wanted an SS in there. After all, this is the same regime that let a nepo baby do the Nazi salute at the inauguration, and let someone have a swastika-American flag mix at their desk then tried to excuse it.

edit: To be perfectly clear, I did miss the implication of the "SS," but I wasn't talking about that. The commenter to whom I was responding misspelled "Secretary." Not with the double S - not disregarding the importance of that, I just wasn't talking about that. Rather that the double S, I was commenting on the fact that a T was (I think) mistyped as an R.

This is actually what they want and one of the few things that makes sense. They did it in part, because they think defense sounds weaker than war, but also the US is often involved in wars. So defense really didn't fit well.
I don't want to confirm nor deny thay, but diplomats of most nations chose "defense" to appear less hostile and get better deals and partnerships going. They are on to something as well 🙂
