Not a corporate gm. The property general manager. If you are denying the government lodging that's a big deal. They are owned by the everpeak resort group. They have there own layer of marketing and possibly a government relations person. Front office manager is usually a very limited scope.

Would you offer rooms to isis? What about illegal organizations in general? What about when you're unsure, but suspect that an organization may be illegal?
Well I mean, it's relevant. Especially if your policy was to disallow possibly illegal activities, it's not hard to make an argument that ICE engages in kidnapping and murder.
The third amendment is about forced quartering, it doesn't apply to voluntary renting. If the government forced the hotel to quarter them anyway, then they might have a case.
