In counterstrike 1.6, all the characters used that button essentially as the guns slide, which you use to put a round in the chainber to be fired (the same way the action hero pumps a shotgun with a click clack to make sure you know he means business).
So the title is sarcastic, because someone pulling on the forward assist like it's a slide has no idea what the fuck they're doing.
