Honestly, I'm kinda impressed. I didn't think you could start a diplomatic crisis wandering around Minneapolis, but ICE found a way.

Minneapolis Police Department managed it too a few years ago when they murdered an Australian dual citizen who called them for a commotion she heard next door iirc.
