A brief search confirms it in the US, Ireland, and Greece so while I'm not confident in saying it's for sure universal it seems likely that areas with a TNR program for feral cats probably do it.
Didn't think it was. This might be somewhere like Turkey where they do have a lot of street cats who are generally taken care of as well. Can't say for certain but that there's a bundle of them not scattering away instantly when the poster shows themselves to them tells they are aware and comfortable enough around humans they aren't exactly feral.
