The ukrainian wasn't even banned outright. The IOC even offered a lot of concessions, he would have been allowed to wear the helmet before, during the medal ceremony, on the podium, basically everywhere except during the actual run. He disregarded all compromises.
No, there is supposed to be a truce during the games. And in WWI and II there were consequences:

Germany’s ban continued through 1924. After World War II, Germany and Japan were again barred from participating in the 1948 Olympics.
Well the question is also why russians and belorussians are allowed to compete too? They will pose as "neutral" or from other countries, despite the fact that many of them are members of russian military.

They were allowed because the Olympic Comitee is corrupt as hell and they don't really give a fuck about war crimes.

There were Olympics during WWII. If you aren't cheating you can compete. It's always been this way, it's supposed to be just about the games.
