Don't worry, East and West are entirely separate administrations. As for the Northeast coast, why not stay with the Eastern Empire once the troublemakers in flyover country and the South are no longer around?
Took me longer than it probably should've to realize that said "Rustia" rather than "Russia" -- was getting some real "Brazilian Arabia" vibes (from old EU4 memes) for a moment there.
TBH, I wouldn't be surprised if the Great Lakes states would get annexed by Canada. They all already have some standing treatings with Canada, though mainly about water rights
