Hey now, he's still a baby really. He has almost all of his letters and he can read "the." You sit down with him and read a story out loud, running your finger under the words, and stop to let him read all the "the"s. Maybe help him sound out a few other words as well. Try a Richard Scarry book, there's usually at least one kitty just like him in there.
Smart cat knows that people will come read the announcements. Trying not to look too eager but if someone comes up and starts petting, they'll begrudgingly accept the attention.
