Canada has (had?) a law that only non-clear colas could have caffeine, except root beer, which cannot contain caffeine in Canada.
If memory serves it was for the sake of kids who are the primary drinkers of pop.

Honestly, it's probably delicious. I use Dr Pepper in a lot of barbecue recipes. Not much different from using Mt Dew.
I think the weirdest thing about this is the kiwi.
