Here's a question that I am sure someone thought of an answer to already:
If they can teleport from somewhere that isn't a teleporter room and teleport to somewhere that isn't a teleporter room, what's the point of the teleporter room to begin with?
My headcanon (and maybe real canon somewhere?) is that it’s probably safer and more efficient to use the pad.
If you beam from the transporter pad, you have all the scanners and equipment right there to ensure the process is as safe as possible, performed at short range, while point-to-point means you’re doing the riskiest long-range part twice. Intuitively it should take more energy to carry out the remote part of the process, and we’ve seen that there are plenty of ways to interfere with it (though sometimes being on the pad doesn’t help either).
I imagine a point-to-point transport is like two transports just without rematerializing in between.
Yeah, that’s pretty much what I thought too. In a lot of cases, characters will call a direct point to point trip an “emergency beam out” or use some similar phrase.
A bit of a holdover from TOS, I think. In TOS, the only point on the ship to/from which they ever transported was the transporter room. It was not until TNG that they finally started transporting to/from other areas of the ship sometimes ("beam me directly to the infirmary", etc.). It does seem unnecessary with arbitrary site-to-site transport.

Trying to come up with an in-universe reason for why the transporter room still exists, I wondered if perhaps site-to-site just uses more energy somehow. That maybe directing a transporter beam to a transporter pad to handle the reintegration process was more efficient. That while they could technically reintegrate the matter stream anywhere within range (which they obviously can, since they can beam someone to/from any arbitrary spot on a nearby planet), a transporter pad is just better equipped to handle the reintegration, so it used less energy and they preferred to use it when not an emergency.
I believe there was a line in Discovery about how a certain captain prohibits site-to-site transport to the same level within the ship because of the energy waste. Transporting between levels of the ship is fine, and has made the turbolift obsolete, but transporting between two rooms on the same floor is a waste of energy compared to just walking there. Though I assume it was probably encouraged in emergencies.
