"Formerly-homeless" would have been a very easy change to the headline that an editor would have suggested immediately, if they had one.

I suspect headlines are generally written by the editor, not the person that writes the article.

First sentence of the article: "A recently completed affordable housing development in North London is now home to 96 households that were previously identified as homeless, according to the council." The article itself doesn't say the people are homeless, only the headline says that.

The headlines are written to be click-bait so they'll get shared. Because of this, many times a headline isn't accurate to the article. In this case it's just a little bit careless, but sometimes headlines make a fairly innocuous story become very contentious for those that only read headlines.

There's a stipulation on the lease that though the homes are rented to these families, they're not permitted to actually live inside of them or muck them up with their homeless people tents and sleeping rolls. That way they don't stop being homeless and make the whole ordeal sound less altruistic.
